Prepare the crumble topping by working the butter into the flour, brown sugar, and oats with your fingers until a crumbly texture forms. Refrigerate.
Mix granulated sugar, brown sugar, flour, and cinnamon to create the sugar layer.
Spoon batter into muffin tins until 1/3 full. Sprinkle with the sugar layer, then top with more batter until tins are 3/4 full. Add crumble topping generously.
Bake for 25-30 minutes for jumbo muffins (or 18-20 minutes for standard muffins), until golden and a toothpick inserted comes out clean.
